Аннотация: The article examines the new challenges with pandemics in the context of globalization. It is shown the need to update the legal regulation of situations of a complex epidemiological situation in Russia, taking into account experience, the adoption of regulatory acts during the pandemic COVID-19 and the need to ensure the principles of the economic constitution.
