Аннотация: The article analyzes the legal regulation of financial and economic issues in the Law of the USSR of April 3, 1990 No. 1409-I "On the procedure for resolving issues related to the withdrawal of the Union Republic from the USSR." Since its procedures, owing to their complexity and the time required to carry out a large period of time, made secession unlikely, this act is considered as an example of regulatory regulation, containing, in fact, mechanisms for preventing secession. Aspects of financial and economic mechanisms characteristic of the economy of the USSR, which are universal in nature, are highlighted, the peculiarities of their reflection in the Law are analyzed.
