Trends in the development of the creative economy in Russia

Аннотация: The creative economy is becoming one of the most dynamic segments of Russia’s national economic system. As of 2025, its contribution to the country’s gross domestic product reached 4.2 % (₽8.26 trillion), and the sector has been growing four times faster than the economy as a whole over the past seven years. This article systematises the key trends shaping the development of creative industries in the Russian Federation, drawing on federal legislation, government programmes, Rosstat (Federal State Statistics Service) data and materials from the Ministry of Economic Development (Ministry of Economic Development of the Russian Federation). Particular attention is paid to the sectoral structure of gross value added, the dynamics of small and medium-sized enterprises, the formation of creative clusters, the export potential of creative goods and services, and the targets set by the Long-Term Strategy for the Development of the Creative Economy up to 2036 («Strategy for the Development of the Creative Economy in the Russian Federation for the Period up to 2036»).
