Аннотация: This article reviewed some of the existing methodological approaches that can be used in the formation of complex innovative models of economic entities in the sphere of housing and utilities sector in the conditions of its complex modernization. It reveals their fundamental features, shows significant differences, and describes the conditions of use. In addition, the choice of principles, methods and approaches used to compare vector quantities is justified. The characteristics of the optimality of a vector criterion presented from the standpoint towards assessment of decision quality. The methods and approaches described in this article can be used to model the activities of economic entities in the housing and utilities sector in the absence of uncertainty.
