The article is devoted to the study of urban problems in the Russian Federation in the 21st century. Based on the legislation of the Russian Federation, it analyses the ways of maintaining the balance between the urban and rural population of the Russian Federation. The data presented in the article are supported by analytical data and statistical findings. Attention is paid to some gaps in the legislative base of the country. Ways of their elimination are offered.
