On the 35th anniversary of the state independence of Tajikistan: the transformation of Dushanbe into a “Green city” in the context of sustainable development and ecological modernization of the capital
The thirty-five years of State Independence of the Republic of Tajikistan have been accompanied by significant political, socio-economic, infrastructural and spatial transformations, one of the most visible manifestations of which is the development of Dushanbe. As the capital and the principal administrative, economic, scientific, educational and cultural center of the country, Dushanbe occupies a special position in the implementation of national development priorities. In recent years, the modernization of the city has increasingly incorporated the principles of environmental sustainability, energy and resource efficiency, low-carbon mobility, climate resilience and improvement of the quality of the urban environment. This article examines the transformation of Dushanbe towards a “green city” model in the context of the 35th anniversary of the State Independence of Tajikistan. Particular attention is given to the relationship between national green-economy policy and municipal development, the Dushanbe Green City Action Plan, modernization of public transport and district heating, the development of electric mobility, expansion of green public spaces and cooperation with international development institutions. It is argued that the contemporary transformation of Dushanbe is gradually moving beyond the traditional concept of urban beautification towards a broader model of ecological modernization that integrates infrastructural renewal, environmental management, sustainable mobility, efficient resource use and long-term urban resilience. In this context, the development of Dushanbe reflects the broader evolution of independent Tajikistan from post-independence reconstruction towards a model of sustainable and environmentally oriented modernization.
