Аннотация: This article will focus on methodological approaches to the modernization of higher education in the Russian Federation, options for addressing the problems that result from the lack of a diversified approach to the formation of economic and legal conditions for the realization, on the one hand, of access to higher education, and on the other hand, state and public purposes development. The article contains author's proposals on the use of organizational, economic and legal tools for resolving the identified problems, as well as the prospects for finding solutions through the introduction of information technology.
