State higher education governance: the Russian experience

The Authors consider the history of the development of domestic higher education in the aspect of the state reforms carried out in this field for more than three centuries. Identifying the shortcomings of the modern reformation period, they formulate a proposal to improve the management of higher education by the Russian state.
