Аннотация: The article reveals the benefits and problems in agenda-setting and policy implementation, the differences between these two terms, the role and their significance within the European Union public policy cycle. Significant theories and concepts are considered, as well as the evidence and concrete actions of the European Union, examples of environmental policy and education policy.
